TÖMER Certificate: Do You Need Turkish Proficiency for University?

Many families think every foreign student needs a TÖMER certificate. Here is what TÖMER really is, who needs it and why students from Turkish high schools usually do not.

A TÖMER certificate is one of the first things foreign families hear about when they plan university in Türkiye. Many of them think every foreign student needs one. In fact, the answer depends on your route. Students placed through YKS after a Turkish high school usually do not need it, while international-quota students often do. In this guide, we explain what TÖMER is, what the levels mean, who needs a certificate and how to check your own university’s rule.

What is a TÖMER certificate?

TÖMER is the usual name for a university Turkish language centre. The best-known example is the centre of Ankara Üniversitesi, the “Türkçe ve Yabancı Dil Araştırma ve Uygulama Merkezi (TÖMER)”. Many other universities run their own Turkish centres, sometimes under a different name.

So when people say “TÖMER certificate”, they usually mean a Turkish proficiency certificate from one of these centres. It shows your level of Turkish on the European scale from A1 to C2. However, universities do not all accept the same proof. For example, Ankara Üniversitesi and Sakarya Uygulamalı Bilimler Üniversitesi (SUBÜ) also accept a certificate from the Yunus Emre Enstitüsü.

The A1–C2 levels in plain words

University Turkish courses follow the six CEFR levels, although each centre organises them in its own way.

  • A1 and A2 (basic): you can handle simple daily situations, such as shopping or introducing yourself.
  • B1 and B2 (independent): you follow everyday conversations and clear texts, and at B2 you can discuss many topics.
  • C1 and C2 (proficient): you understand long, demanding texts, so you can follow lectures and academic reading.

C1 is the level that universities most often ask for in Turkish-taught programs.

Do you need a TÖMER certificate after YKS?

Usually not. Neither the 2026 YKS guide nor the 2026 quotas guide sets a Turkish proficiency condition for foreign nationals placed through YKS. In other words, there is no national TÖMER rule for YKS students.

Since 2026, foreign nationals who studied at a Turkish high school enter university only through YKS, as our guide to YKS for foreign students explains. These students already studied in Turkish for years. That is why universities that set Turkish rules often exempt them.

Two examples of exemptions

  • Ankara Üniversitesi exempts graduates of MEB-affiliated high schools in Türkiye or abroad, and graduates of KKTC high schools.
  • SUBÜ exempts students who finished all four high-school years in a MEB school in Türkiye and enrol within two years of graduating.

As you can see, the details differ. For example, a student who joined a Turkish high school late may not fit SUBÜ’s exemption. The same goes for a student who enrols more than two years after graduating. So read the rule of each university before you finalise your preference list (tercih).

Who usually needs a TÖMER certificate?

The main group is international-quota students, who apply with TR-YÖS, SAT or a similar route. YÖK’s 2026 principles for international students leave their Turkish level to each university. As a result, every university sets its own conditions and documents, and there is no national level.

What universities ask international students for

  • Ankara Üniversitesi: students prove their Turkish with an Ankara Üniversitesi TÖMER diploma or a Yunus Emre Enstitüsü certificate. They have at most two years to do it, otherwise they lose their place.
  • SUBÜ: students who enrol from 2025–26 need C1, from SADEM or the Yunus Emre Enstitüsü, before they take courses. They have two years of Turkish prep, and they cannot graduate without C1.

There is also an exception for some English-taught programs. Ankara Üniversitesi, for instance, exempts programs taught only in a foreign language. Our guide to English-taught programs in Turkey explains how those programs work. If you are not sure which route fits you, our guide to YKS vs YÖS compares both.

How to check the TÖMER certificate rule at your university

  1. Open the university’s international office page. Look for the latest admission notice or directive (yönerge).
  2. Search for key words. Useful words are “Türkçe yeterlik”, “TÖMER” and “muafiyet”.
  3. Check your group. The rules for YKS students and international-quota students are often different.
  4. Note the accepted certificates. Some universities accept only their own centre, while others also accept Yunus Emre.
  5. Write down the deadline. Both examples above give two years.
  6. Ask in writing. If your case is unusual, for example a late start at a Turkish school, e-mail the office before you choose.

Exam Turkish is a different skill

A TÖMER certificate does not add any points to your YKS score. YKS only counts your exam results and your diploma grade. On the other hand, the exam is entirely in Turkish, so your Turkish still decides a large part of your result.

Also, exam Turkish is a different skill from daily Turkish. For instance, TYT has 40 Türkçe questions, and in the 2024–2026 papers 26 of them were paragraph questions. Our guides to Turkish for YKS and TYT Turkish topics show how to train that skill.

How ILEAP Academy helps with your Turkish

ILEAP Academy is one of the first Arabic centers in Istanbul specialised in YKS. We focus on the Turkish you need in the exam, not on certificate tests. Every student starts with a level test, then joins the right group. We explain topics in Arabic, train the Turkish of the exam step by step and run timed practice exams with clear net reports. We have three centers in Istanbul, and the same program also runs online. Discover ILEAP Academy to book a level test, and read our complete YKS exam guide for the full picture.

Frequently asked questions

Do I need a TÖMER certificate to take YKS?

No. ÖSYM does not ask for a language certificate to apply for YKS or to sit it. However, the exam is in Turkish, so you need strong reading skills.

Which TÖMER certificate level do universities ask for?

For Turkish-taught programs, C1 is the most common requirement. Still, each university decides, so check its current notice.

Is a Yunus Emre certificate the same as TÖMER?

No, it comes from a different institution. Some universities, such as Ankara Üniversitesi and SUBÜ, accept both, so read the list of accepted documents.
